Yes, it is safe for you to drive alone. Do a little research on scams, so you will know what to watch out for. There is nothing within walking distance from Costa Verde. A taxi will cost about $25 from the airport to the hotel and about $7 from the hotel to CIMA. You will be 1 1/2 hours from the beach in Jaco, taxi for about $100.
Finding your way around San Jose is not easy and Costa Ricans are much better at soccer than driving. If you rent, get a GPS. Personally, I like the freedom of having my own transportation .... but, I'm an ol' guy.
By the way, bring some warm clothing. It gets chilly in San Jose.

If you mean the fantastic farmer's market in "el Centro de Escazu" on Saturdays, it is only a few minute drive from Costa Verde- so a dollar or two. It is about a 10 minute walk down the hill into town, which is enjoyable to do but not if you're carrying bags back up. And as always in Costa Rica- remember that PEDESTRIANS DO NOT HAVE THE RIGHT OF WAY... This still comes as a shock to me, I guess! Enjoy your visit
