There is an airplane icon at the bottom right hand corner of every page on Rosalie Bay's website that gives you all the important information on how to get there, flights, maps, travel tips, currency electricity and more. Here is the information in the distance from the two airports.
Dominica has two small airports. Douglas-Charles Airport (DOM), which the island’s primary airport and where most guests fly into, is located on the northeast coast of the island. Canefield Airport (DCF) is located in the capital of Roseau and only accommodates commuter flights.
Rosalie Bay Resort is located approximately 20 miles (60 minutes) from Douglas-Charles Airport and 45 minutes from the capital city of Roseau.
The road from DOM is good and winds along the coast so it is very scenic and the average speed 20 MPH.

Sorry I just saw this. I think you definitely need a car if you're staying at Rosalie. You can either arrange it in advance – although that is what I tried to do and the rental car company messed up my order. I ended up taking the transportation provided by Rosalie and rented a car from there – it was actually a better deal than the one I had in place. The only swimming on the beach we did was on the other side of the island – not as big a deal as it sounds in my opinion, although it is not like walking out your room and going in the ocean.
