A great place to stay. The lodge is very clean. The staff very friendly and helpful. Rooms very nice and roomy. Shuttle buses to train station and back to lodge. Great service and drivers very helpful and friendly. Would highly recommend to stay here.

Yes, a civilian can stay if they are eligible. According to the Navy Lodge website, "All military members, their families, retired military, and any individual or group connected with the Department of Defense. Call 800-628-9466 (NAVY INN) for a complete list of authorized patrons." A military member could book it for a civilian, for example, as long as they are there for the check in.
If your daughter can get onto the base (e.g. has a CAC or other DoD or base access credential card) she'll be able to access the lodge. Note that the gate closest to the lodge (off of Jones Bridge Rd) is only open during the morning and evening rush hour; the gate on Wisconsin Av is open 24/7.
