If trains aren’t running from Twickenham station direct to Waterloo, I’d walk into Twickenham centre and take a bus to Richmond station then the District line tube to central London. Alternatively (and taking a longer), I’d take bus 281 (outside the Marriott, opposite side of road) to Hounslow Bus Station. Then walk 2 minutes to the nearby Hounslow East tube to Central London.
