The staff are friendly and very helpful.

OK I did not stay in this hotel, but I just checked it out and was showed to the all hotel. What did struck me when I entered the parking, lobby and later the tower is .... is this really a new hotel? Or an renovated hotel?
It is located just outside the city centre and has two buildings. The front building has about 4 floors and houses the cheaper rooms of 750 Thai baht. The second building is an high tower of about 15 floors and houses the "better" rooms starting at 950 Thai baht. Prices are incl. breakfast buffet. Rooms look good and modern decorated in natural style with wooden floors.
But looking a bit better the furniture does not look new .... I am wrong?
Well still I think a good price for the kind rooms and if you are staying on the higher floors you will have a great view over the Mekong river and Laos. The staff was friendly and service minded.

This hotel was a great location. Away from the noise and a very short walk to great restaurants, pub street and other markets. The staff was so friendly and nice, better than any I encountered in SE Asia. The pool and rooftop was great to relax at night. The rooms and bathroom weren’t incredible, but definitely not terrible and I didn’t have any problems with them at all!

I had the pleasure to stay at this hotel for two nights while n Mukdahan mid-January 2012. What a beautiful brand new hotel and while construction was not yet complete, this will surely be one of the best hotels in Isaan. Rooms are extremely large with a small tiled balcony. Hartadwood floors in the rooms add a nice touch and certainly beats the usual tiled floors that are found throughout Thailand. Staff are extremely friendly and the hotel manager speaks beautiful English. Excellent location for walking to the Indochina Market and local attractions. Ample free parking. I look forward to staying at River City again.

I was there at March 2nd '2014 room number 6004. I was shocking after i get in bathroom. I found a cigarette in toilet and cockroach in side. The towel rack had some think look like a crust of dried blood. I was showing the pictures to hotel staff but she didn't look on those photos and only say sorry as this condition is hotle standard.?????????? So horrible, Let see pictures.

The original River City Hotel where I stayed in a standard room, for 3 nights in early December 2011, sits right in front (shared entry lobby and reception area) of a 15 storey brand new hotel with a revolving restaurant on top.
Opening for the new River City Hotel is early 2012 but I'm not sure if this means the older section is due for demolition or renovation.
The older rooms are still nice with solid timber floors and lovely furniture. The bathrooms have good hot water and the Air Conditioning and refrigerator were all working well. Limited english channels on the cable TV though but enough to get some news and entertainment.
Nikorn Bikes is directly opposite the hotel and rents good mountain bikes at reasonable prices. They asked 150 baht per day for a well maintained Japanese imported bike but accepted 350 baht for 3 days.

This is an outdated hotell. It could be a very good hotel but it is not taken good care of. The beds Are very hard and old. My pillow was also hard and old. No sleep this night. The Top restaurant did not have any air conditioning. The breakfast was terrible. The pool was somehow ok but very old. Scary and old toilets near the pool. Very bad. We also got awakened at 06.00 by a strange mistake by some hotel personel.

The first impression is the grand exterior. Fresh cool drink offers once a guest arrived. Entering a room with tiredness but unmanageable to succeed a proper shower since the faucet is somewhat facing toward the wall, instead of a person that needed a shower... (room 207). Later in the morning, found a big bug on a floor.. alive!

Check-in was a disaster. No one to help with luggage in the lobby drive-up area until we brought it into the hotel ourselves. They gave us our room key card for a room on the 9th floor. When we got there, the room was a mess from the previous guest--unmade beds, towels on the floor. When we went back to complain, they changed us to a room on the 10th floor. Same thing--room open, but not ready---still unmade/uncleaned from the previous guest. We called back down to the lobby, and they told us just to wait in the hot, non-airconditioned hallway until the room was cleaned, and they'd send someone to clean it. Much later, we finally entered our room, VERY tired and sweaty from the check-in procedure. Definitely, there is a lack of communication between lobby and cleaning staff.
The water barely dribbles out of the shower, with marginal pressure. Early in the morning you can't get hot water because the solar-heater pipes on the roof are still cool from the night. Scalding-hot showers are available at noon, however. Mold around the tub/shower areas.
ARCTIC SHOW: Our air-conditioner started noisily making ice in the middle of the night, dropping mini-ice cubes into the housing of the unit. But the next morning we had a real show, when the conditioner started spitting out large chunks of ice and a fair volume of water all over the wood floors--it sounded like a wood chipper in full operation. Couldn't watch TV or talk over it. Couldn't stand/sit near it either for fear of being brained with a chunk of ice. Later, it turned into snow, which was a nice change of scenery for hot Mukdahan.
The revolving restaurant (opens at 6pm) started revolving about 20 minutes after we arrived. All the shades were down on the sunset side, so couldn't enjoy the sunset before the rotation began. The air conditioners hadn't been started soon enough before opening time, so it was uncomfortably warm for the first half-hour. Management just trying to cut too many corners to save money. Prices were on the high side for Isaan, with most simple dishes starting at 200B and up. Only Thai food.
As with many Isaan hotels, they open up the pool to all the little kids in the community for a small fee. Thus, the pool was crammed all day with little (I think "peeing") kids, with little room for hotel guests. Their moms and caretakers used all the pool chairs, so no where to sit.
Wi-fi was slow everywhere.
Serving staff in the restaurant had zero English skills. Good thing I can use Thai as a backup. However, in a tourist spot such as this, I like to give staff a chance to practice their English. Apparently, few foreign guests must come here.
ORCHIDS: The lobby has some nice decorative touches, and the guest rooms were not too small.
A good buffet breakfast. Nice variety, and tasty. It was 90% Thai dishes. Western food: eggs and toast.
Once the revolving restaurant was started up (the revolving part), there were some nice views of the region. It takes 2 hours for one revolution. The "graffiti wall" was an interesting touch, but seemed a bit out of place for a restaurant such as this.
Despite the lapses in service quality, all the staff were cordial-to-friendly.

This hotel promises to be at least a 3 Star experience... it was nothing like it.
River City Hotel's rates are those of a middle-upper Bangkok hotel and on the face of it, it is.
The service however was appalling.
We booked a double room in advance and found upon arrival that we had been down-graded to a lesser room with a view overlooking the back street.
We were told, without apology, that they had been overbooked by 3 conferences and we had been sidelined because the agent we used did not book directly with the hotel, even though we had booked 2 weeks in advance.
We found out by talking to a French couple who had booked 6 months previously and were about to move to another hotel, that they too had been made to vacate their room for a lesser room. They also did not receive an apology or an offer of a discount.
The room wasn't serviced until 5.30pm the following day and the western breakfast was inedible. We decided to order food from the hotel restaurant menu (Thai food), and that too was very expensive and disgusting.
We checked out the following morning and the manageress refused to discount or refund and part of the cost of the room or food, even though we left 95% of the food on our plates and complained to the night manager.
This was a very bad experience on all levels of service and I would not recommend it in any way.
