I have been couple of times there. This is an open air tavern. It has tables only outside. They have a small kitchen but not tables inside at all. So when it is too cold or rainy season to sit outside it is not open.

Fairly close, maybe 15 minutes walking? the entire centre of Cadiz is close to the docks, I've seen a lot of turists from cruises walking around the town.
