Good food, Service and drinks ! Our server was Joshua and he was great, always checking on us and had a great smile and was easy to talk to. The food was great and he made sure we did'nt run out of drinks !

I can't answer your question directly. I walked, but Kells is within a block or two of the green/orange and red/blue Max lines, so it's relatively accessible from almost anywhere in Portland.
