Tempted in by the offer of 'free wine' we took a seat outside and spent the afternoon eating, drinking and people watching. All good. If you're positioned right you also get views the the Empire State Building.

A reservation wouldn't be a bad idea, although when we went (midweek) the restaurant was sparsely attended. Dress? Casual is fine.
