Toby's is down on the water with views of mountains, orcas and other type whales. The atmosphere is great for all types of individuals, whales full of old pictures of the city. Fun local bar on Coupeville waterfront. Lots of memorabilia on the walls from a bison head, moose head and king crab to information on different kinds of sailing vessels. Definitely a bar for adults as no kids allowed. Not fancy or trendy. People rave about the mussels and fish and chips but it seemed like a beer and burger day... More

Toby's has great service, an old-times atmosphere, and serves big glasses of wine! I had the special fish and chips, which wasn't fantastic but was good, and we had a good time in a cozy booth!

So, as other reviewers have said, it's a bar, and it makes no apologies for that. If you're looking for Seattle upscale trendy, go somewhere else. There are a couple of windows, but no view to speak of, and no attempt to cater to the hip crowd. The staff is friendly but generally very busy. The menu leans toward burgers... More

Have had lunch there 3 times. Food was always well prepared. Servers were friendly and attentive. I like the "dive bar" feel to the place.

I have some mixed feelings about this place. On one side, it is an old fashioned bar with that same atmosphere one had before sports bars took over. That is a plus! Commanding a fine view of Penn Cove on Front St you'll find Toby's tavern. While it seems their main interest would be liquor, you'll find an extremely tasty full lunch and dinner menu too. Toby's is a local's knowledge. They have the best fish and chips or mussels. You cannot go wrong with either order. Try to get the booth in the very back there is a beautiful view of Penn Cove. Toby's is a bar. No kids--you need to know that right up front. That being said, the food is delicious and the mussel chowder was excellent. They are almost always packed so you may have to wait for a seat especially during the summer or on weekends. They have a pretty decent beer selection.

Ate at Toby's in Coupeville on Whidbey Island this past weekend. The mussels are out of this world..the best we've had, and we've eaten allot of mussels at allot of different places.
