They have an outdoor exibit at the Oregon Coast Auquarium. It is an aviary made with a circus tent structure that suspends a net over the area and has double doors at the entrance. You'll definitely see them there.
There is a huge bunch of them just offshore from Oceanside at Three Arch Rocks. However, I'm not a birder so I don't know if you can see them from shore.
I have seen them frequently at Yaquina Head, from the point right at the lighthouse. You could call or email the folks there to ask more specific questions:
Thanks! I'm sure I will see them at the aquarium and hopefully at Yaquina Head as well. So glad you sent that link - when I looked at it I see one of the days we will be there the beach will be closed as they are repairing stairs, so now I will rearrange our days. Worked out perfect!

Anne, any particular time of year that you see them there? (wow, I've lived in Oregon now for a bit over 60 years now and never saw one on our coast-finally had to go all the way to Newfoundland for that-but then I wanted to go there anyway). But it would be great to see them here.
I haven't really paid attention. I know we were there spring break last year, first week of April and saw some.
We're going next weekend, I'll see if I see some and try to remember to come back and report.
