Is there a fee for entering the waters at Lourdes, France?

Chris, keep in mind that by November, the Pilgrimage Season would be over and in many ways LOurdes becomes a "Ghost Town". There will no longer be any Candlelight Procession, the highlight of the day, many hotels closed, possible shortened hours at the Baths. The Grotto will still be open and you will still be able to go to Mass.
Having never been in November, I can say that you won't have a problem finding a mass at the Basilica. It won't be as often as it would be a reduced schedule. As to the Baths, you will need to go the Sanctuary Website. And I would check closer to the date of travel.
There will be Mass in English each morning at 9am. This is normally in Crux Gloriosa during the winter season - just across the road from the Upper Basilica. The Baths will be open every day but possibly just for an hour or so,
