We're a family of 6 arriving in Vienna at 9:15, and our connecting flight does not depart until 16:20. We would like to use this time to have a sightseeing tour of the city (by taxi, as we will be travelling with luggage). Are there any taxi companies that offer such a service at a convenient price?

Normally, baggage is tagged until its final airport and thus not returned while in transit. And if you can't do that, then leave it at the baggage storage center at the airport.

Nobody hires a taxi to tour the city, would be very expensive and many taxi drivers know nothing about the city, besides how to drive to certain points of interest.

You have plenty of time to explore the historic centre of Vienna (mostly pedestrianised, so a taxi will be of little help) on your own. Leave your luggage at the airport and use public transport to get into the centre and back to the airport.

Search this forum for “layover” to get ideas how to do it. But do dump the luggage first. A taxi for that length of time would probably cost €200. You can cover the cost of a lot of left luggage from that!

You would have a net of 3.5 to maximum of 4 hours in the city which is a good amount to see some things and walk around the area.

I agree!

https://www.wienerlinien.at/eportal3/ - for figuring out public transportation and ticket options. Qando Wien app is helpful for figuring out what form of transportation (tram, bus, U) will get you wherever quickly and will tell you the number of the tram or bus and where to find it as well.

If you have Google Maps that will also help you with the walking around. Once you get to the city centre you will find that everything is very close together and so is very walkable.

The Ring Trams (not the yellow tourist one) will take you to pretty much everything in the centre that you want to see as well.

If you have to retrieve your luggage, leave it at the airport. Take S7 to Wien Mitte or a faster train to Wien Hauptbahnhof (main station) (takes 30 minutes or less). From the latter, take metro U1 to Stephansplatz, from the former, metro U3. That puts you smack in the middle of the city. Walk, explore, have a drink and a snack.
