Same as for France or any EU country, meaning all you can get in your suitcase. Cigarettes used to be a lot cheaper than in the UK, not sure about now - my British mum and brother used to load up with them a few years ago, till they both died of cancer.

and what about Latvia to 3200 cigarettes can i bring to UK,?

or 200 is the old limit when Baltic states was the new EU states, but from 2010 limit is 3200??

it went up form 200 to as many as you want provided they are for personal use (3,200 guideline) on 1 January 2008, don't know why Heathrow's website is over 3 years out of date. You have to travel direct from Estonia to the UK, you can't pass through any other country, ie you can't drive to Estonia and bring back 3200 cigarettes.

Yes, as long as you have a visa for UK. You would need one if you are not an EU citizen or from a country which operates a waiver scheme.

Then you know that from Latvia to France is a border free zone under the 2007 schengen agreement.
