Go to www.wmata.com and use the Trip Planner for the Metro route between the airport and Union Station. Metro is both safe and economical.

The only "unsafe" ways are hitchhiking or walking where there are no sidewalks

Are you traveling alone? The Metro is certainly the cheapest way, but if it is during a busy time it can be a pain to drag luggage on trains that are jammed with commuters. And you will have to change trains in order to get to Union Station. If you are a family you will not save much money. A taxi will probably cost around $20. No need to drag luggage, figure out how to use Metro, or find your way.

If you do decide to take Metro from DCA (Airport) use the Yellow Line to Gallery Place-Chinatown and transfer (upstairs) to the Red Line in the direction of Glenmont. This is more direct than the Blue Line that also serves DCA.
