Yes, it’s both the shortest route and the fastest route.
If you get away early enough, and need a place to grab some goodies, stop at the Punalu'u Bakeshop, in Na'alehu. It will be on the left side of the road, as you head into the town. Wonderful goodies, and a nice gift shop there too.

This place is well done and a good place to stop for pastries, bread items, and more. You can tell that the owners have put a lot of time, effort, and money into the place to make it nice. A fast stop here for something for the road is a good idea for sure.
As an aside, Miloli is a rather, ah, unusual choice. What led you to it?
Hi. We will be on the big island just for a day next month. Looking for a way to get close to viewing Kilauea as the Volcano NP is still closed (small portion is open but not on the day we will be there). Did you do this drive on Hwy 11? Would you recommend? I did read that stopping along the hwy is not allowed.
Stopping on Hwy 11 is only prohibited within the park boundaries of VNP, for that stretch near the summit.
Check the Park’s website just before you come, because they’ve been adding to the opening hours of the Kahuku section in response to the tourist demand, so you may be in luck there.

FYI - there will be some roadwork on Hwy 11 within the Park boundaries in Volcano next week (Hilo side of the Park entrance). An exact schedule of when it is to start was not released. The road will NOT be closed, but traffic will be slowed. VNP said that this was to repair cracks on the roadway.
