Every time I've done it, it was the standard tourist hours of 06:00 - 18:00
I have heard a couple of stories to get around it
1 - If your travel company has your flight details
2 - If you have a multi-entry Visa.
But I haven't tested either
Proof of 06:00? In April we didn't have our normal cuppa until it was time to leave HRG so as to reach the Safaga check-point around 06:00. So we arrived there around 05:15.
Our papers were checked and we were released, until an officer of some sort leapt up and told the Police Pick up to get in front of us and stop us (I'm assuming that's what he said - That's what happened)
So we had to sit for 45 mins or so until EXACTLY 06:00, as other tourist cars made a queue behind us and then we were told to make a convoy behind the pickup.
Being Egypt, we followed the convoy rule until we got round the first corner, then the pickup was left behind in ours and others dust.
Cars with only locals in them went through all the time we were there.

Is there a lot of cars & buses queued up at 6:00am to do the trip? How long does it take from the check point to Luxor?
It's about 3.5 hrs from Safaga (depends on your driver - maybe 2.5 if speed limits are totally ignored and your speedo reads 140kph much of the time) if you stop at Km81
These 'services' are on a dual carriageway system where the roads are quite far apart and it means doubling back with a consequent loss of time. (At least that's how I read it)
