Airport at the present time? I travelled to Bali just over a year ago and the wait to clear customs was nearly 2 hours.
Time to get through customs does vary, but it is the wait for your luggage which causes the longest delay, so getting a vip service will not help when it comes to your luggage. Most of us don't think it is worth spending money on the vip service, if you still have to wait, along with everyone else for your luggage.
Obtain an APEC Card, travel business class on a full service airline and you will have no wait.

I have never bothered with the VIP service.
Now, you do not have to queue for a VOA, if your stay is < 30 days.
The wait at the baggage carousel is now longer than the wait at the Immigration Counter.

I was looking into it for our last trip after a few horrendous queues on previous visits. It was actually very quick this time though.
If you are only have carry on you will get through pretty well unless you happen to get a few flights at once.
In answer to your question I don't think they have the fast track anymore. Although I have heard that Immigration is up to its old tricks for $100 if the lines are pretty full.
Hi, we have just booked Fast Track via our UK travel agent, it was £78 for three adults. We have a long flight from the UK and didn’t want to then end up waiting for ages in immigration lines! It could be waste of money but happy to take that risk 😁
You still will have to wait for your luggage, along with those who didn't pay for vip...:(
