Yes I have read there is a bus service to get to these places either out of Takayama or Kanazawa.

Is the bus service frequent enough to provide some flexibility to have a good look at these places or should I simply hire a car.

It's frequent enough but can be fully booked during the peak of peak seasons (can be purchased in advance in Japan). The overwhelming majority of people do not drive to visit there, but if you are willing to explore Gokayama village's Ainokura hamlet as well as Shirakawago village, then perhaps you might consider a rent-a-car (which can't be recommended during snow season for the obvious reasons and which will probably come with a drop off charge if you rent in Kanazawa and return at Takayama or vice versa).

Bus is generally recommended. In Japan, public transport is generally the way to go (comfy, reliable, can be less expensive considering the factors), not private cars.
