Is there any sim card with data that can be bought by tourist at Changi airport?

All cards can be bought by anyone, makes no difference if you are a tourist or not. Yes plenty of places to buy at Changi including the money changers. There are cards aimed at tourists but these may not be best for you depending on your use and how long you want to use it for.
Typically SIM aim at tourists last a few days only but have a large amount of minutes and data.
Singtel and Starhub are the best options.

Be aware - you will need to register your particulars when you buy a SIM card. It's required by the law.
The establishment that sells you the card registers your details. No need to do anything. You won't have the card in you hand until it is done ( take a minute or less).
I bought a Singtel $15 sim in March. I mainly wanted it for data - Google Maps and so on. I then extended it for a few more days - S$3 per day? - and also added Malaysia to it, for another S$10 (I think) - I was going there for a few days.
It worked well, especially once I'd got the APN set correctly....

No, there no need to return the SIM.

The card will not expired after 5days or 10days. Only unused data will forfeited. Singapore prepaid SIM remain valid for 180 days from the time it is activated and subsequent top up wil extend another 180 days.
