It is generally safe. But bear in mind that near the tip of the wharf, there are no railings. It can be dark. If you are not careful and trip, there is nothing to hold you but to fall into the Ocean. Try not to walk too close to the edge in the dark.
What's there to do at night, not much. Mostly it is for dining at the restaurants on the wharf. You can sit and look back at the Santa Barbara night scene - because the ocean is pitch dark.

Actualy we are planing to arrive around 17:00.

Is there more interesting things to do at this time?
There is a small marine life museum on the wharf but it will be closed by then. There are ice cream shops, souvenir shops in addition to restaurants. Not much to "DO". You can feed the seagulls! (But better not, that's against the rules.)
Sea lions are occasionally seen (heard first) under the wharf, but not a given. Sights of seagulls and pelicans are a given.
If you want to "do" something, consider taking a sunset sail off the marina (not the wharf).

We visit Stern's Wharf in the early afternoon. Don't really bother with the small souvenir shops, but always enjoy getting something to eat or an ice cream. The view back on SB is nice.
It is safe and there is Valet parking on the Wharf at Longboards restaurant and some public parking too. You might consider making a reservation if you want to eat on the wharf since it is a popular spot to watch the sunset. Have a great trip!
