Hiking and such in July

My wife and I are trying to decide whether to stay in Bethel, Rumford or Philips as a home base for three days of outdoor activities. mostly hiking. Which of these three areas has the most choices/

Bethel would give you easier access to parts of the White Mountains National Forest which spans the Maine-New Hampshire border. In addition to some good hiking in the western Maine mountains, you'd be within easy driving distance of some great hikes in the White Mountains of New Hampshire as well as having easy access to Maine's Evans Notch and Grafton Notch State Park.
