July will be hot and the mosquitoes will be in their prime, especially in the mountains.
Where will the puppy be when you are golfing and hiking? You absolutely *cannot* leave an animal in a car in the summer heat for *any* amount of time!
Oregon has a "Good Samaritan" law which allows any person to enter a vehicle, by force or otherwise, to rescue an animal or child which may be in imminent danger.

Bend is very very dog friendly!
lots of outdoor places to eat and also doggie water bowls
are out and about downtown.
I am sure your dog has collar and id just make sure current and active phone number
just in case he should wander out of the back yard.
Your dog will also love our area lots of walking trails and good smells!!

Bend is wonderful in July. And while it is often hot during the day by PNW standards, not sure that it is hot by Texas standards. I'd expect highs in the 80s and 90s. Also, it's high dessert, no humidity and it cools down at night

You will likely be in walking distance of the festival, there are many in town
during the summer.
Most things in Bend are pet friendly there is a huge 4th of July Pet Parade in downtown
Bend and by that I do mean HUGE. It's a really big deal, great fun and everyone dresses up their
pets, all kinds and joins the parade.
You will be in good area to just walk to it as parking is always limited.
To me most everything is pet friendly here but you may want to check ahead to make
sure it will be be dog friendly and also something you want to take your pup too.
Where you are staying is really the original area of Bend its very "hip" lots of restored houses
and good access to different areas of Bend.
You will love Bend in July. My family lives in Texas and they leave for summer months too!

Many street fairs in Bend are no longer allow dogs - especially farmers markets, brewfests, etc. Which festival are you planning to attend?
Delaware is a great location - walking distance to area breweries & cideries in the "Box Factory" and surrounding area (Crux, Apex/Atlas, Spoken Moto, Boneyard, Immersion) and an easy stroll to downtown.
