All the hotels have water park areas that are for little kids. Great Wolf Lodge is geared towards younger kids rather than Kalahari or Wilderness.

Kalahari was always great for us when our kids were little. Hotel was a perfect fit for us with the water park and nap time. We also loved the story time at night, ice cream, and the pottery place for some memorable vases and plates made by the kids. We never left the hotel once we stepped insude. We have even bought swimsuits at the shops...

That is such a fun age. Great Wolf Loge tends to have more activities for small children. Wilderness and Kalahari both have indoor theme parks that have lots for three-year-olds to do. Knucklehead is a great option with bowling, jungle gym, trampolines, and rides. There are tons of great boat tours that are a little slower, mini golf, and lots and lots of family friendly restaurants.
