You might also be tempted to try this pleasant looking and cheap Italian cafe on the second floor of Shinagawa station, which offers several reasonably priced (1000 yen) lunch sets. I was seated at a precariously balanced high table that almost fell over; when I asked for another table, the waiter grabbed my bag and moved it to another less precarious one. I ordered the 1100 yen combination which includes a half sized pizza and pasta, as well as salad, soup, and a drink. Unfortunately all, with the exception of the salad and coffee, were mediocre. The pasta's meat sauce was overly salty, while the pizza, which had some nice vegetables on it, was ruined by an excess of cheap supermarket-style sausage slices and generally tasted like something you'd find in the supermarket freezer section. The coffee was fine but when the waiter refilled my water there was a strange piece of food floating in it. The atmosphere is ok and the place is usually full for lunch, but there are several better options on this floor, including the pricey but good Oyster Bar, so I doubt I'll be going back anytime soon.
