We visited Newfoundland for a week in early September and unfortunately it rained all week. So, we spent a couple of late afternoons at the Keg bar. On a rainy day, the bar area is dark and cavernous with not much of a view - other than the hulls of boats docked beside the restaurant.
The bar are was empty both times we went there (around 4 on Sunday and Tuesday). Service was quick, efficient and very friendly. Happy hour is 12 to 5 seven days a week and prices are "reasonable" (for both St. John's and the Keg). Large portions of calamari and loaded nachos were delicious and priced at $11 and $12. Add a couple of pints of Heineken at $6 each and you can have a $40 light dinner for two, including the crazy 15% tourist unfriendly tax but not including tip.
