It's a risk.
The place is decrepid for the price.
1200 rp (that is about 30 USD).
In Europe the rooms wouldn't be considered habitable ...
Hotwater? Maybe works. Maybe.
Fresh air in your room .. depends maybe when one of the rooms has a window that you can open.
Electric inlet that works? ... well, sort of... you have to jiggle it a bit.
And it goes on and on.
The plus side they try to publicise a nice solid and clean picture of the hotel facade and the reception.

After your first hour, the illusion will wear away.

Some might so.... "but you know... it's India."

Yes it is India.

But nope Indians having 30 usd to spend for the night do not live that way.

At least not those i learned to know.

I stayed at the Hotel Rangoli Park for nearly 3 months in 2006 organised by training company Koenig Solutions. I was very sceptical as I had opted for a "budget" hotel and I couldn't imagine budget hotels in Delhi being too luxurious. However, in terms of value for money I can't really complain.

Each room has air conditioning, a must for Delhi at any time of year. Although only rooms at the front and rear of the hotel have proper windows. All other rooms have a window that looks on to a central "shaft" that just has drainage in it. Although this is probably a blessing as the noise from the streets of Delhi are very loud.

The room itself was cleaned every day and was cleaner than some 3* hotels I have stayed in across Europe. It has satellite TV that showed English Premier league football games, a luxury that I don't even have at home!

The roof of the hotel is the place to go to sip a beer and get some "fresh" air. This is where the kitchen is, although only limited meals are offered. Nearby there is all the food you could wish for, including many Indian and Chinese restaurants, Domino's and McDonalds all of which will deliver to your room. Although nothing of the healthy variety but I guess that is typical of Delhi.

The staff will do anything for you, even going as far as picking up a case of beer from the nearest off licence.

The hotel is about 5 minutes walk from the metro station Rajendra Place, so it is easy to get into the centre of the city.

Would I stay here again? Absolutely. If you stay here, please tip the staff as much as you can. They work very hard for very little.
