Hotel Staff was mostly incompetent and unfriendly, whether encountered in the restaurant or at the front desk. Service in the restaurant was particularly bad. Some tables were waited on promptly over and over while other tables were ignored until you got up and retrieved a server yourself. Dishes sat on the table the rest of the evening, never being taken away. Front desk staff indifferent to questions for assistance. Just an unpleasant experience all around. No other hotel in our twelve day tour of Uzbekistan had such awful service so I don't consider this a cultural misunderstanding.
