The husband and wife that run this place are usually there all the time. The husband typically takes the orders and stays very busy delivering food, plus taking payment at the register (you settle up after you eat, but they don't give you paper checks). It's very informal and, if they're busy, he won't have time to chat! Nonetheless, the atmosphere is relaxed and they'll make whatever you want. They understand English fine, but the husband speaks quickly and the wife is rather quiet, so they typically take your order and are off to the kitchen. Hence, it helps to know exactly what you want - which most of the regular clientele apparently do. Unlike many restaurants, it is assumed you just want water with your food as they don't push soda and other beverages. Hence, if you want something extra to drink, speak up.

There's plenty of parking as many of the nearby stores in the mall are vacant. Pho Ly has been there something like 7 years, however, because they offer good, inexpensive, no frills food.
