If you like beer, Penn Cove mussels, clam chowder or halibut & chips, this is the place.

It's not fancy, just a good old tavern on the edge of Penn Cove in Coupeville. The age and atmosphere in the place plus the great food make it well worth the visit.

Don't miss it if you're in Whidbey Island at lunch time,

The lead server was quite unprofessional. Now the good news. Our personal server was Tammy whose hustle evoked Rocky the flying squirrel but with an even bigger smile.
Toby's is an informal pub on the waterfront with great ambience, view, and some damn good mussels. When service slowed, Tammy brought us a complimentary cup of mussel chowder that made our knees buckle. The main mussel and halibut dishes were just fine when they finally arrived. We recommend Toby's; just be ready for a little inconvenience when you go. Thanks Tammy!

The fish & chips were great. Everyone was happy with our food. They were busy and the service suffered a tad because of it.

Haven't been to Toby's for many years and went recently on sightseeing day for late lunch. The place has character and wait staff really try with good humour thrown in so that's why it got an extra star. Maybe it was the type of food we ordered or a bad day but it was very mediocre - penn cove mussels and chowder seem bland and blackened cod wasn't cooked well. Seasonings need some work. A disappointment. The beers and fish and chips might have been a better choice??!! The delicious freshly baked rosemary lavender shortbreads and ice creams at lavender wind helped afterwards...

This is a bar with seating suitable for families. I had absolutely yummy mussel chowder. Wife had fish and chips that had great fish and crispy breading.
Great views over the bay. The only downside is limited seating and this place was packed at 2pm on a weekday. Suggest going very early if for dinner.
